Horse race runners for Covid-19 epidemic

Because of covid 19 why are races limited to 12 runners in a horse race, but at Royal Ascot there are runners in races of up to 20 or more?

Answer: As far as I am aware there are currently no unusual restrictions on the number of runners for a race, other than those that already exist.
